The Housing Accommodation Business Act, known as minpaku, has governed private-home short-stay letting since 2018. It caps such lets at 180 nights per year, requires a notification and a registration number that must be displayed on listings, and lets local governments add stricter rules, as Kyoto does with its own restrictions and minimum-stay expectations.
